Services for charging electric vehicles ("EVs") will be provided in accordance with the EML and any applicable secondary legislation. EV charging station secondary legislation may now be issued by the Energy Market Regulatory Authority ("EMRA"). The Amendment Law gives EMRA three months to finish this secondary legislation.

EV charging services will be provided under the "charging network operating licence," a new licence type that will be given by EMRA, in addition to non-commercial exceptions that will be determined by EMRA.create a new "free access platform" where EV owners can connect and view available charges at all EV charging stations in real time.

 

Through standardised interfaces and protocols, data transfers and other operations will be developed. The "free access platform specifics will be revealed later.

 

A person who has been granted a charging network operating licence by EMRA ("Charging Network Operator") is permitted to: Install and run EV charging stations in the areas specified in their licence.

 

Establishing and running EV charging stations requires certifying and approving third parties as station operators. EMRA will subsequently define the specifics and scope of such certification, but the certified EV station operators will still be ultimately responsible for their operations.
