A surface-to-surface or ground-to-ground missile (SSM or GGM) is a missile that can be launched from the ground or the water and used to attack targets on land or at sea.
They can be launched from ships, stationary facilities, handheld or vehicle-mounted weapons, or mounted devices. A cruise missile is a guided missile used against land or sea targets that flies the majority of its flight path mostly in the atmosphere at a constant speed.

McDonnell Douglas BGM-109G Gryphon.The Ground Launched Cruise Missile (GLCM) was a portable, ground-to-ground cruise missile created to give theatre commanders of the North Atlantic Treaty Organization (NATO) access to a tactical nuclear missile that was affordable, dependable, and accurate.
With the help of an advanced guidance system, it was able to fly at high subsonic speeds and low altitudes to enter hostile territory.
Europe received the first operational GLCM deployments. They were stationed in Belgium, Germany, Italy, England, and so forth. Although their deployment was contentious, it contributed to the Intermediate-Range Nuclear Forces (INF) Treaty between the US and the USSR, which resulted in the first ever decrease of nuclear forces.
With the exception of eight that were kept for static display, all of the US Air Force's GLCMs were scheduled for destruction under the treaty. To commemorate the start of nuclear arms reduction, these GLCMs were added to the Museum's collection and, with the exception of this sample, loaned to other institutions in the United States and Europe.
At RAF Greenham Common in England, a GLCM with the serial number 097 was on display. It underwent demilitarisation in accordance with the INF Treaty and was the first static display missile allowed for departure from service. The US Navy's BGM-109 Tomahawk non-nuclear sea-launched cruise missile (SLCM) employed in OPERATION DESERT STORM is virtually identical to the BGM-109G Gryphon.
